Bylaws of The St. Anne-Pacelli Booster Association

Article I - Name
The name of this association is the St. Anne-Pacelli Athletic Association, Columbus, Georgia, formed August 1991.

Article II - Articles of Organization
This organization exists as an association of its members. Its “articles of organization” comprise these bylaws, as from time to time amended, and its articles of association, if any. In the absence of separate articles of association, the bylaws shall be deemed to be the articles of association. In the event of any conflict between these bylaws and the articles of association, these bylaws shall govern.

Article III - Goals
The goals of the association are as follows:

a. To help raise funds for the operation of the school athletic programs over and above that which is provided by the school budget.

b. To promote the Catholic education of the student athletes in the home, school, church, and community, by developing between the faculty and parents of the student athletes the highest advantage in furthering good sportsmanship and athletic achievements.

c. To help review facility needs as they pertain to sports and as possible, to assist with funding of such needs.

Article IV - Basic Policies
The following are basic policies of this association:

a. The association shall be Catholic, noncommercial and nonpartisan.

b. The name of the association or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to the goals of the association.

c. The association shall not, either directly or indirectly, participate or intervene in any way to include the publishing or distribution or statements in any political campaign on behalf of, or in opposition to, any candidate for public office.

d. The association shall cooperate with the school to support the improvement of the sports program in ways that will not interfere with the administration of the school and shall not seek to control their policies.

e. This association possesses no authority regarding policy decision for the school or administration.

f. This association operates under the policies and guidelines of the St. Anne-Pacelli School Board, St. Anne Church and the Diocese of Savannah.

Article V - Membership and Dues

Section 1. Any individual who subscribes to the goals and basic policies of this association may become a member of the association, subject only to compliance with the provision of the bylaws. Membership in this association shall be available without regard to race, color, or national origin.

Section 2. No dues required- all families within St. Anne-Pacelli School are automatically enrolled and welcome to participate in the St. Anne-Pacelli Athletic Booster Association meetings.

Section 3. Teachers on the St. Anne-Pacelli faculty are automatically members of the St. Anne Pacelli Athletic Booster Association.

Article V - Officers and Their Election

Section 1. The officers of this association shall be the president, or co-presidents, vice president, secretary, treasurer and immediate past president, elected for a period of two years. They shall be ineligible to serve more than two consecutive terms unless approved by the President of St. Anne-Pacelli.

Section 2. Nominations shall be made by a committee of at least three members of the St. Anne-Pacelli Booster Association at a regular meeting towards the end of the current school year. The committee shall report at the meeting a nominee for each office to be filled, following which nominations may be made from the floor, provided consent of the nominees has been secured.

Section 3. Elections shall be held at the May meeting. Duties of the office shall be assumed July 1.

Section 4. Election shall be by ballot when there is more than one nominee for an office.

Section 5. Vacancies in the office shall be filled by a member of the “Executive Committee”.

Article VII - Duties of Officers

Section 1. The president shall: preside at all meetings of the association and the “Executive Committee,” shall assign specific program or activity responsibilities to officers (with their concurrence), pass on to the membership at each meeting news and information and perform all other duties as needed to the office.

Section 2. The vice president shall act as an aide to the president and shall perform the duties of the president in the absence of that officer.

Section 3. The treasurer shall perform the following:

    • Maintain an accurate record of receipts and expenditures coordinated with the business office
    • Receive an updated expenditure report monthly from the business office
    • Present a statement of account at each meeting of the association
    • Compile an annual report as of 30 June
    • In absence of the secretary shall record minutes of the meeting

Section 4. The secretary shall perform the following:

    • Record minutes of all meetings
    • Prepare letters and all correspondence relating to the association
    • Keep attendance count for all meetings

Article VIII - Executive Committee and Their Election

Section 1. The “Executive Committee” shall consist of the officers of the association; the President of St. Anne-Pacelli, the Athletic Director, and the Associate Athletic Director(s).

Section 2. Its duties shall be to assess the priorities of the association program and activities; transact necessary business between meetings of the association and other such business as may be referred to it by the association; to approve plans of work of officers for their regular committee activities; fill vacancies; and present a report at regular meetings of the association for information and any action.

Section 3. Nominations shall be made by a committee of at least three members of the St. Anne-Pacelli Booster Association at a regular meeting towards the end of the current school year. Section 4. Special meetings may be called by the president or quorum of the “Executive Committee”.

Section 6. Election shall be by ballot when there is more than one nominee for a position.

Article IX - Meetings

Section 1. Regular meetings of the association shall be held as determined by the elected office. These meetings will be communicated by the school and held the third Monday of each month. The Officers may call special meetings with ten days notice to the membership.

Section 2. Ten members shall constitute a quorum of the association.

Section 3. A committee of three will be appointed by the president to review the bylaws, write new ones if necessary and submit for approval at the May Booster Association meeting.

Article X - Committees

Section 1. A Booster Association member shall be assigned direct responsibility for specific committees from among the following:

Fundraising
Spirit Wear
Concessions
Newsletters/Communication

Article XI - Appropriate of Funds
The “Executive Committee” will determine the use of all funds produced by the association, for approval by a majority vote of the membership in accordance with established diocesan policies and guidelines.
